 What is INTERREG IVA Programme 2007-2013?
The INTERREG IVA Programme is the Cross-Border Territorial Cooperation Programme for Northern Ireland, the Border Region and Western Scotland. The overall aim of the INTERREG IVA Programme is to: Support strategic cross-border co-operation for a more prosperous and sustainable region.
The INTERREG IVA Programme 2007 2013 is targeted at the following eligible NUTS III areas:
Northern Ireland: North of Northern Ireland; East of Northern Ireland; West and South of Northern Ireland;
Ireland: The border consists of the six necklace counties along the border with Northern Ireland i.e., Cavan, Donegal, Leitrim, Louth, Monaghan and Sligo and:
Scotland: Lochaber, Skye & Lochalsh, Arran & Cumbrae and Argyll & Bute, Dumfries and Galloway, East Ayrshire and North Ayrshire mainland, and South Ayrshire.

Details of the New Call
A call for applications has been announced under Priority 2; Theme 1 of the INTERREG IVA Programme.
Priority 2: Co-operation for a more sustainable cross-border region - aims to improve access to services so as to improve the quality of life for those living in the eligible area Northern Ireland, the six border counties of Ireland and the West of Scotland. The theme of Collaboration seeks to promote cooperation between public bodies and other partners.
This element of Priority 2 aims to promote cross-border cooperation and the exchange of expertise, information and good practice between public bodies. The overall objective of this theme is to assist policy making, facilitate greater joined up delivery, improve access to services and facilities and ensure better value for money. Proposals should demonstrate strategic collaborative approaches that will promote innovative ways of addressing specific cross-border problems.
It is anticipated that Local Authority Based Partnerships, and other public sector bodies, will be best placed to deliver on this theme.
Proposals should be innovative and also have the potential to make a major impact beyond the lifetime of the Programme, and have the potential to influence future policy. Therefore, priority will be given to those proposals that can demonstrate a strong potential for mainstreaming after the end of the programming period.
Please note that this call does not include the area of health and social care as this policy area has its own theme in the INTERREG IVA Programme.

Focus of the Call
Applications are sought from suitably positioned partners focusing on the following areas:
1. Operations that will adopt new and innovative approaches to the delivery of public services on a cross-border basis. This may include the development and delivery of new strategic plans that promote partnership and cross-border collaboration between local authority areas;
2. Research (including spatial planning) that will determine the feasibility / potential of delivering cross-border services. Please note, any research proposals should be oriented towards influencing policy and should be able to demonstrate how the findings can be practically applied.
3. Initiatives to support the economic and social development of groups living in the eligible area, including the development of civic networks;
Available Budget
A total of 25 million is available within this sub-theme.

The call for applications under the public sector collaboration theme is being made on a rolling basis. This means that presently there is no advertised closing date. However, a closing date will be announced at a later date as the funding under this theme is distributed.

Priority 1 : Theme 2 Tourism
A call for applications has been announced under Priority 1; Theme 2 of the INTERREG IVA Programme.
The call is being made under Priority 1: Co-operation for a more prosperous cross-border region. This priority aims to diversify and develop the economy of the eligible region by encouraging innovation and competitiveness in enterprise and business development, and promoting tourism development.
The theme within this priority for which applications are invited is: Tourism. This theme seeks to develop the potential for tourism in the eligible region and build on the progress made in some areas by establishing partnerships and linkages that will improve the tourism product overall and attract domestic and overseas visitors to visit and stay in the region.
An indicative budget of 30 million is available for this theme. Given the new strategic focus of the INTERREG IVA Programme it is anticipated that a small number of much larger operations, with the potential to have a regional impact, will be funded via this theme.

Focus of the Call
The call for applications under the tourism theme is extremely focused and specific. Potential applicants are urged to consider their strategic fit. Where possible, applicants should consult SEUPB prior to making their application. Stand alone marketing and international marketing initiatives will not be eligible.
The following sub-themes within the Tourism Theme of Priority 1 have been identified:
Sustainable Exploitation and Development of Natural Resources;
Operations Supporting Culture and Heritage (including Christian Heritage);
Marine and Water-Based Tourism.
Strategic Fit
Those organisations with statutory responsibility for the development of the tourism industry within the eligible area will be closely consulted to ensure that those operations selected for funding represent the best strategic fit. Therefore, operations must be in keeping with the priorities of the Northern Ireland Tourism Board, Fαilte Ireland and, where applicable, Visit Scotland.

Budget
The minimum threshold of funding is 2 million. This will assist strategic projects which provide evidence of high tourism impact. 100% funding is available. 75% of the funding will be ERDF and 25% match funding will come from the Accountable Departments for each Member State (Department of Enterprise, Trade and Investment for Northern Ireland and Department of Arts, Sports and Tourism in Ireland). Operations that include Scottish partners must identify and secure 25% match funding from an eligible source for the Scottish proportion of the ERDF funding.

The call for applications under the tourism theme is being made on a rolling basis. This means that presently there is no advertised closing date. However, a closing date will be announced at a later date as the funding under this theme is distributed.

Priority 2 : Theme 2 Infrastructure / Energy
A call for applications has been announced under Priority 2; Theme 2 of the INTERREG IVA Programme.
The call is being made under Priority 2: Co-operation for a more sustainable cross-border region. This priority aims to improve access to services so as to improve the quality of life for those living in the eligible area.
The Theme within Priority 2 under which this call is being made is: Infrastructure. Overall, cooperation in the area of infrastructure will help to ensure more efficient planning and joined up delivery of key infrastructure projects, resulting in better value for money and economies of scale in public investment.

Sub-Theme Renewable Energy / Energy Efficiency Theme
The INTERREG IVA Programme is calling for strategic proposals which aim to develop solutions to sustainable energy challenges facing the eligible regions.
Proposals should have the potential to lead to improved renewable energy infrastructure and promote reductions in carbon emissions.
Proposals should be innovative but also have the potential to make a major impact beyond the lifetime of the Programme, contributing to EU energy targets.
Focus of the Call
Applications are sought from suitably qualified partners in the following theme areas:
1. Capitalising on the offshore renewable energy potential of the region;
2. Encouraging economic growth in innovative energy industries;
3. Encouraging strategic approaches to energy efficiency and/or delivering carbon savings in a cost effective manner.
Closing Date
The call for applications under the tourism theme is being made on a rolling basis. This means that presently there is no advertised closing date.

Applications will be submitted to Steering Committee on a rolling basis and therefore applicants should submit their applications as soon as possible.
Details of the Previous / Closed Call
The call for applications under Priority 1 Co-operation for a more prosperous Cross Border region - Theme 1: Enterprise of the INTERREG IVA Programme is closed as of 15/02/2008.
A further call under this theme and calls for applications for other themes in the programme will be made in the future.
Proposals relating to the Creative Industries and Financial Services sectors will be dealt with at a later date. At present, interested parties are not invited to make proposals under these themes. Further information on this aspect of the INTERREG IVA Programme will be available shortly on the SEUPB website.
How to Apply
To apply, please visit the official EU grants site www.eugrants.org. Applications can only be made by visiting this site and application forms cannot be obtained without first registering on the www.eugrants.org website. This site provides information on all Structural Funds including Peace III and INTERREG IVA. It provides the Part A online application form and the Part B downloadable application form (available as a word document).
Who can Apply?
From a corporate governance perspective, the Lead Partner in any application to the INTERREG IVA Programme should be a Public Sector Body or equivalent. Public equivalent means any legal body governed by public or private law that is:
1) Established for the specific purpose of meeting needs of general interest, not having an industrial or commercial character;*
2) Having legal personality; and
3) Either financed, for the most part, by the state, regional or local authorities, or other bodies governed by public law or subject to management supervision by those bodies or having an administrative, managerial or supervisory board, more than half of whose member are appointed by the state, regional or local authorities or by other bodies governed by public law.
*This definition does not exclude bodies partly having an industrial and commercial character, which deal with public tasks, such bodies may be asked to submit a clarification statement issued by regional/local authorities
The financial requirements of ERDF are such that it is considered that large public bodies, with strong governance, risk management and compliance procedures in place, will be best placed to manage and report on the funding and to deliver on the project outcomes.
To apply for INTERREG funding you must fill out an application form. The application form is in two parts, Part A and Part B. You can complete Part A online at www.eugrants.org. Part B is downloadable application form (available as a word document) and detailed background information.
